The 2025 update to the Ports & Marine Facilities Safety Code (PMSC25) reinforces existing safety standards, strengthening the requirement for all marine facilities—including terminals, marinas, and smaller harbours—to adopt a risk-based, proportional approach to safety management.
This three-day course begins with a basic outline of the PMSC and Guide to Good Practice, progressing to a more in depth look at the Code and its requirements over the next two days.
It is aimed at persons wishing to learn more about practical harbour-mastering, starting with the basics and culminating in good foundational knowledge of what the role is about.
The Course will cover:

The Course is suitable for:
Currently serving HMs;
Deputy and assistant HMs;
Persons wishing to become assistant HMs;
Duty Holders, Designated Persons, senior council officials, commercial facility operators, estate surveyors or line managers of Harbour Professionals;
Persons wishing to progress onto the UKHMA HM Certificate Course Programme
This is an essential first step which will provide you with the underpinning knowledge to confidently embark on the UKHMA HM Certificate Programme. This course is hosted by Brightlingsea Harbour, and the teaching team is led by MTL Maritime Director Captain Jonathan Warren. Teaching will be lecture-driven, with practical exercises and formative and summative assessment of Delegate knowledge which will lead to the award of a Certificate of Qualification.
A light lunch and refreshments will be included in the fee.
